Several regulations pertinent to consumers and service station requirements are addressed by Chapter 14.5, Section 13620 of the Business and Professions Code.
1. Water, compressed air, and tire gauge for public use: (Section 13650---1985)
Service stations must "provide, during operating hours, water, compressed air, and a gauge for measuring air pressure," to any passenger vehicle, or any commercial vehicle with "an unladen weight of 6000 pounds or less."
2. Services provided for public use: (Section 13651---1990)
"On or after January 1, 1990, every service station in this state located within 660 feet of an accessible right-of-way of any interstate or primary highway, as defined in Sections 5215 and 5220, shall provide, during business hours, public restrooms for use by its customers. Service stations shall not charge customers separately for the use of restroom facilities." The restrooms cannot be portable, must be separate for men and women, and the toilets and sinks must accommodate handicapped persons.
3. Notice of fuel taxes: (Section 13651---1991)
As of July, 1991 every service station in the state is required to post, in a conspicuous place, a list of applicable state and federal fuel taxes per gallon being charged to the consumer.
4. Quality or quantity of gasoline, gas pump problems, or pricing:
Problems or disputes arising as a result of "bad gasoline," gas pump problems, or pricing should be directed to the County Weights and Measures of the county where the problem occurred. For county listings for the state of California, see "County Weights and Measures" entry in C of this Directory.
5. Automotive body and engine repairs (excluding tires) at service stations:
Consumers should contact BAR to make complaint about any problems with stations performing auto repair. Many service station are not required to be licensed by the California Department of Consumer Affairs, Bureau of Automotive Repair.
