Contractors State License Board
California Department of Consumer Affairs, Contractors State License Board, licenses and regulates contractors in the building trades professions. It promotes the health, safety, and general welfare of the public in matters relating to building construction by (1) ensuring that all construction is performed in a safe, competent, professional manner; (2) providing resolution of disputes arising from building construction activities; and (3) providing information to the public for informed choices.
Fraud or misrepresentation; failing to complete contracted work, or unreasonable delays in performance; violating building, safety, and labor laws, or subcontracting rules of the Fair Practice Act; failing to maintain required records; working without proper licensing; withholding money (when a contractor or subcontractor withholds progress payments from subordinates); willfully disregarding plans, specifications, or accepted trade standards for safe, quality construction; installing or repairing mobile homes; violating laws relating to swimming pools, mechanics' liens, the Truth in Lending Act, and the Mobile Home Act.
Complaints outside jurisdiction:
Requests for contractor to terminate a contract; complaints about someone other than a contractor who sells or delivers material but fails to install it.
Mandatory Arbitration Program Guide:
CSLB offers arbitration for resolution of disputes that meet certain criteria; mandatory arbitration occurs when an impartial third person is appointed by the CSLB or its representative to make a final decision in a dispute between two or more parties.
CSLB will pay for the hearing, the arbitrator, and the services of one state-appointed expert witness per complaint. Arbitration in this program is binding and means both the consumer and contractor in dispute will comply with the decision of the third person. Only contractors with good records will qualify for participation in arbitration. CSLB will continue to investigate complaints involving deceptive or fraudulent practices.
Cases may qualify for mandatory arbitration if:
- the dispute involves present or future damages of $5,000 or less;
- the contractor possesses a license in good standing;
- the contractor does not have a record of prior violations; and
- the parties have not previously agreed to private arbitration of the dispute, either in their contract or otherwise;
- the complaint is filed with the CSLB within 4 years after the alleged wrongful act or omission causing the dispute if it involves patent acts or omissions, or within 10 years if it involves latent acts or omissions, or within the duration of any written warranty whose breach is alleged.

Toll-free number is available daily from 8 am to 5 pm for licensing and consumer information. CSLB also provides an Interactive Voice Response System (IVR), available to callers 24 hours a day. The IVR is a self-help system that allows callers to obtain immediate information such as license activity, application status, complaint procedures, and forms.
Disaster Hot Line
The Disaster Hot Line is for disaster victims only. Consumer will be connected to a CSLB representative. The consumer can also check whether the contractor's license is current and has the proper classification to fit the consumer's needs. This line does not provide references or schedule inspections performed by contractors.
"Rebuilding After a Disaster" is a video produced by Department of Consumer Affairs, emphasizes the vital and legal need to hire a licensed contractor for projects costing more than $500. The video provides consumers with helpful procedures for checking a contractor's qualifications and features a step-by-step examination of the stages involved in a successful repair effort to avoid problems and overcharging by contractors hired to rebuild after disasters. A limited number of videos are available at no charge.
