Assembly Bill 99 & Assembly Bill 186 requires practitioners of ear/body piercing, tattooing and permanent cosmetic application to register with their County health department and comply with standards adopted by the California Department of Health Services.
Existing law makes it a misdemeanor to ear/body pierce, tattoo or apply permanent cosmetics to a person under the age of 18 years, unless accompanied by that person's parent or guardian or as directed by a notarized statement by that person's parent or guardian.
