By law (Business and Professions Code Section 13412), service stations are required to provide refueling services for severely disabled drivers of vehicles with special license plates or place cards. Refueling services must be provided at no higher price than the public is generally charged. Exclusive self-service stations and convenience stores are exempt from the requirements if they have remotely controlled gas pumps, are operated by a single cashier, and do not provide pump island service. Disabled drivers may have to go to full service stations.

The California Department of Rehabilitation handles complaints on violations of B & P Code Section 13412 which governs service for the disabled.
