A pawnbroker lends money at interest in exchange for personal property (including motor vehicles) left with him or her as security. Pawnbrokers are required to be licensed by the California Department of Justice and must obtain a seller's permit from the California Board of Equalization. Automobile pawnbrokers also require a dealer's license from the California Department of Motor Vehicles (DMV).

Provides background checks for the licensing agencies that issue licenses for pawnbrokers and Second hand dealers.

Pawnbrokers dealing in firearms must meet California's firearms dealer licensing requirements pursuant to Penal Code (PC) Section 12071 by possessing the following:

  • Valid Federal Firearms License
  • Seller's permit issued by the California State Board of Equalization
  • Valid Certificate of Eligibility issued by the California Department of Justice
  • Local regulatory and/or business licenses
  • Recorded on the California Department of Justice's centralized list
