Pawnbrokers

A pawnbroker lends money at interest in exchange for personal property (including motor vehicles) left with him or her as security. Pawnbrokers are required to be licensed by the California Department of Justice and must obtain a seller's permit from the California Department of Tax and Fee Administration. Automobile pawnbrokers also require a dealer's license from the California Department of Motor Vehicles (DMV).

Pawnbrokers dealing in firearms must meet California's firearms dealer licensing requirements pursuant to Penal Code (PC) Section 12071 by possessing the following:
- Valid Federal Firearms License
- Seller's permit issued by the Department of Tax and Fee Administration
- Valid Certificate of Eligibility issued by the California Department of Justice
- Local regulatory and/or business licenses
- Recorded on the California Department of Justice's centralized list
