The Consumer Motor Vehicle Recovery Corporation (CMVRC) is a non-profit organization, which assists consumers who have not been adequately compensated from a California motor vehicle dealer or a lessor retailer during the purchase of a vehicle. CMVRC will provide payments to consumers with eligible claims for monetary losses suffered if a California motor vehicle dealer or lessor retailer has gone out business or has filed bankruptcy and has failed to do any of the following:

  • Transfer license, registration and/or titling fees to DMV.
  • Pay the agreed upon consignment amount after the sale of the vehicle.
  • Pay off the agreed upon amount for the trade-in vehicle upon purchase or lease of a vehicle.

The CMVRC reviews and processes all claims made against the Recovery Fund. It is not a government agency or an insurance company. It is not associated with or controlled by any dealer or lessor-retailer of motor vehicles, nor does it represent any dealer or lessor-retailer of motor vehicles.

The Department of Motor Vehicles (DMV) and the Department of Consumer Affairs (DCA) have no jurisdiction or authority over the CMVRC or recovery funds paid by the CMVRC.
