The California Department of Consumer Affairs, Medical Board of California, is responsible for the licensure and regulation of physicians and surgeons (MDs) and certain allied health practitioners including the following:
Registered dispensing opticians, special faculty permits, licensed midwives, and polysomnography technicians.
Osteopathic Physicians (DOs) are regulated by the Board of Osteopathic Examiners.
Complaint jurisdiction:
- Negligence, incompetence, misrepresentation, or unlicensed practice
- Excessive prescribing or administering of drugs or treatment
- Furnishing drugs to addicts
- Prescribing dangerous drugs without a prior medical examination
- Attending a patient while intoxicated
- Being convicted or involved with narcotics or drug violations or other substantially related crimes
- Mental illness
- Sexual misconduct with a patient

- Ethical matters
- Fee disputes (societies)
- Hospital or nursing home problems (DHS – 916-552-8700)
