The California Department of Consumer Affairs, Board of Behavioral Sciences (BBS) licenses and regulates Educational Psychologists, (LEPs) Licensed Clinical Social Workers (LCSW), Associate Clinical Social Workers, Marriage and Family Therapists (MFT), and Marriage and Family Therapist Interns.


BBS protects California consumers by implementing regulations, developing licensing examinations and analyzing examination results to ensure candidates are being tested in relevant areas. BBS investigates possible violations and takes disciplinary action against licensees. A written complaint is required to initiate an investigation.

Complaints under the Jurisdiction of BBS: Licensed Educational Psychologist, Licensed Clinical Social Workers, Associate Clinical Social Workers, Marriage and Family Therapists, Marriage and Family Therapist, and Interns.

Complaints outside the jurisdiction of BBS: Psychologist (clinical), priest, rabbi, minister of any denomination when performing counseling services as part of pastoral duties and are not licensed or professional duties of persons practicing law or medicine when providing counseling services as part of a professional practice.
