814-Other Federal Agencies

The US Consumer Product Safety Commission enforces five federal laws regulating household and recreational products, investigates injuries associated with consumer products, establishes safety standards, and conducts consumer education programs aimed at reducing injuries associated with over 15,000 different types of consumer products made by over a million businesses.

Manufacturers are required by law to report safety problems involving their products to the Consumer Product Safety Commission (CPSC), but only about 200 reports involving safety are filed each year. The commission may initiate investigations based on complaints and collect product samples for compliance testing; however, the CPSC relies on manufacturers to recall their defective products voluntarily and has no ability to impose sanctions on manufacturers that ignore the law. A lack of enforcement staff and cumbersome due-process rules have meant that few violators are ever punished.
