The city and county regulate construction for buildings and residential developments and oversee the issuance of permits through the City Planning and Development Department and the County of Sacramento Public Works. Consumers should consult the telephone directory white pages in their area for complete listings under city and county entries.

Building Inspectors can advise a consumer whether it is appropriate for an unlicensed person to submit building plans, or if a licensed architect or registered structural engineer must submit plans for building sites. Building inspectors performing field inspections of commercial buildings require additional, specialized training.

Qualifications: For Sacramento city, residential building inspectors do not have to be licensed or registered but must pass a rigorous exam which tests technical knowledge, writing skills, and public relations which "certifies" the examinee. Inspectors must have extensive trade experience in construction for the specific area of inspection they will perform. They must be very knowledgeable about recent technology for plumbing, mechanical, and electrical requirements or design. Cities and counties have differing requirements for inspectors.

Safety inspections of residential dwellings can be performed for a fee if buyers want a an inspection before purchasing.
