The California Highway Patrol (CHP) licenses ambulance providers and inspects the vehicles for safety requirements and conformance to safety practices in operation.

The California Department of Motor Vehicles (DMV), CHP and the Emergency Medical Services Agency (EMSA) may adopt and administer regulations relating to the issuance, suspension, or revocation of an ambulance driver's license.

License exemptions (for ambulance drivers in sparsely populated areas or volunteer drivers) are subject to DMV criteria. Complaints or inquiries should be directed to the specific ambulance service, individual fire department districts within the county or city and DMV.


The CHP performs vehicle safety inspections and sells handbooks for ambulance drivers ($1.00).

The DMV administers test, issues certificate and files complaint when improper safety actions occur.

Local Fire Department Districts takes complaints about ambulance service but not Emergency Medical Technicians (EMT).


The California Ambulance Association records complaints and can revoke membership of ambulance company in the association if the complaint warrants it. For resolution with complaints, contact your local CHP or Emergency Medical Services Authority (EMSA) for private ambulance service complaints.

The Department of Medical Systems (coordinating agency) and County Board of Supervisors regulate the Emergency Medical Services Authority (EMSA).

This medical service tests, certifies, licenses, and disciplines Emergency Medical Technicians who provide medical care for ambulatory patients. Inquiries or complaints about EMTs should be directed to EMSA. EMSA is not a provider; it regulates the quality and quantity of emergency medical services at the county level, which, for California, includes 52 counties. Each county has its own office to manage local services. Patient care, billing, and fees for emergency care are under the jurisdiction of EMSA, but it does not have authority over ambulance service.
