A business, independent of a dealer or manufacturer, can sell extended warranty coverage. Warranty coverage is considered insurance, so types of warranty insurance offered to the public must be approved by the State of California Department of Insurance which regulates and processes complaints under the California Insurance Code, Section 116. Contracts may be cancelled under certain circumstances (Civil Code, Section 1794.1).
