Towing is not a regulated industry.

Towing of abandoned vehicles or those involved in accidents may involve the California Highway Patrol (CHP) or the city police. Responsibility for towing these vehicles may overlap, depending on specific factors.



Private Property:

Vehicle Code Section 22658 and 22659 provide regulation for removal from private property and state property respectively. The owner or person in possession of private property is responsible for stating grounds for removal (if requested by registered owner). A towing company is responsible for any damage to vehicle in transit, storage of vehicle, or towing the wrong vehicle.
