The California Public Utilities Commission (CPUC) does not have jurisdiction over telephone equipment complaints; however, it does regulate telephone companies (phone services, including public and privately owned pay phones). The CPUC has the authority to carry out investigations and to conduct hearings on requests for rate changes, specific complaints, or broad policy matters. CPUC's role is to protect the consumer where competition does not.
Consumers may contact the CPUC for inquiries about rates or legislation.
