AB 99 & AB186 

Assembly Bill 99 and Assembly Bill 186 requires practitioners of ear/body piercing, tattooing and permanent cosmetic application to register with the County Health Department and comply with the standards adopted by the California Department of Health Services. 

Existing law makes it a misdemeanor to ear/body pierce, tattoo or apply permanent cosmetics to a person under the age of 18 years, unless accompanied by that person's parent or guardian or as directed by a notarized statement by that person's parent or guardian. 

The Communicable Disease Office of the County Health Department will investigate complaints of unsanitary conditions and will take culture samples if communicable diseases can be traced to the ear piercing business in question.
