Pawnbrokers dealing in firearms must meet California's firearms dealer licensing requirements pursuant to Penal Code (PC) Section 12071 by possessing the following:


  • Valid Federal Firearms License
  • Seller's permit issued by the California State Board of Equalization
  • Valid Certificate of Eligibility issued by the California Department of Justice
  • Local regulatory and/or business licenses
  • Recorded on the California Department of Justice's centralized list
