The California Board of Occupational Therapy (Board) was created on January 1, 2001, with the passing of the Occupational Therapy Practice Act (OTPA) in 2000. The initial OTPA required all occupational therapy practitioners to be licensed by January 1, 2003. 

The California Board of Occupational Therapy consists of seven members, five appointed by the governor, one by the Speaker of the Assembly and one by the Senate Rules Committee. It consists of three occupational therapists, one occupational therapy assistant and three public members. 

The board is required to meet at least three times a year, in Sacramento, Los Angeles and San Francisco. Board members serve without compensation.
