Questions or issues related to the California State Lottery should be directed to the California State Lottery Commission. Most other lotteries held in California is illegal. The two major exceptions to the prohibitions against lotteries are; a city or county may authorize the conduct or bingo games by certain organizations for charitable purposes, and certain organizations may conduct raffles as a funding mechanism.
