The California Department of Industrial Relations has three main divisions to serve California workers:
- DIVISION OF LABOR STANDARDS ENFORCEMENT
- DIVISION OF OCCUPATIONAL SAFETY AND HEALTH (CAL-OSHA)
- DIVISION OF WORKERS' COMPENSATION
- DIVISION OF APPRENTICSHIP STANDARDS
DIVISION OF LABOR STANDARDS ENFORCEMENT
The Division of Labor Standards Enforcement of the California Department of Industrial Relations administers all labor laws that protect adults and minors (Except government employees, who are covered by the U.S. Department of Labor). The Division investigates and resolves wage claim complaints and inspects work sites for compliance with worker protection laws and regulations.
Complaint jurisdiction:
Payment of wages; hours of work; equal pay for equal work, licensing of farm labor contractors, and talent agents; employment of minors; registration of garment contractors; employer retaliation against employees who request an inspection of or make changes in unsafe or unhealthful working conditions.
Provides licensing and registration information and complaint forms for the following categories:
Farm Labor Contractors, Garment Manufacturers, Industrial Home Workers, Salary/Minimum Wage Permits, Sheltered Workshops (for handicapped), Studio Teachers (film), Talent Agents Talent, and Modeling agencies
Complaints outside jurisdiction:
Problems involving governmental employees, worker injury or illness, unsafe or unhealthful working conditions (except as described above).

DIVISION OF OCCUPATIONAL SAFETY AND HEALTH (CAL-OSHA)
The Division of Occupational Safety and Health of the California Department of Industrial Relations ensures safe and healthful working conditions for California workers (except for federal employees, who are covered by the U.S. Department of Labor). The Division enforces all laws, standards and orders protecting worker health and safety on the job; in addition, it has jurisdiction over elevators, standards for mining and tunneling, pressure vessels, aerial tramways, and movable amusement rides. The Division also inspects businesses posing higher-than-average potential risk to worker safety or health.
Complaint jurisdiction:
Unsafe or unhealthful working conditions; serious worker injury or illness, work site fatalities, failure of an employer to monitor and measure harmful substances subject to CAL/OSHA standards, failure of an employee to notify employees of on-the-job exposure to harmful substances in concentrations higher than CAL/OSHA standards or limits.
Complaints outside jurisdiction:
Problems concerning federal employees, benefits, wage disputes, workers' compensation, employment discrimination, child labor laws, and farm labor contracts.

DIVISION OF WORKERS' COMPENSATION
The Division of Workers' Compensation of the California Department of Industrial Relations administers workers' compensation laws and resolves disputes over claims for benefits. California workers' compensation laws provide medical care for injured employees, cash benefits for temporary or permanent disabilities, vocational rehabilitation for those who cannot return to their former jobs, and cash payments to dependents of those killed on the job. Workers' compensation insurance carriers and self-insured employers are responsible for providing work-injury benefits.
The Division's Uninsured Employers Fund investigates and adjusts claims against uninsured employers. Workers' Compensation Appeals Boards are located in district offices. If a worker is unsatisfied with the Division's decision on a workers' compensation benefits dispute, he or she may request the Board to hold an appeal or hearing.

Disputes over workers' compensation benefits, including vocational rehabilitation; employer self-insured plans.
Complaints outside jurisdiction:
Disputes over workers' compensation or self-insurance for federal employees.

DIVISION OF APPRENTICSHIP STANDARDS
The Division of Apprenticeship Standards administers California law governing standards for wages, hours, working conditions and training required for all state registered apprentices, leading to a state issued certificate of completion.
