No state licensing is required for an individual who is hired to perform housekeeping duties. That person may need a bond, will need a city or county business license, and tax identification number from the [http://www.ftb.ca.gov/index.shtml?disabled=true Franchise Tax Board.
The Department of Industrial Relations will advise on any wage dispute that should arise. Consumer may check with a local consumer protection agency or District Attorney.
