On February 7, 2003, Governor Gray Davis issued Executive Order No. D-67-03 creating the State Office of Homeland Security.
In September 2009, Governor signed legislation creating the [http://www.calema.ca.gov/ California Emergency Management Agency (Cal EMA), which strengthens the state’s ability to respond to emergencies and natural disasters by merging the Governor’s Office of Emergency Services and Office of Homeland Security into a single, streamlined cabinet-level agency.
