The National Highway Traffic Safety Administration (NHTSA) establishes motor vehicle safety standards for domestic and foreign vehicles that are manufactured for sale in the United States. It enforces compliance with these standards through testing programs, major recalls, surveys, imposition of civil penalties (fines), and if necessary, court action. The administration investigates possible defects related to the safety of vehicles and vehicle equipment.
