HEAP (Home Energy Assistance Program)

The federally funded Home Energy Assistance Program (HEAP) is administered by the California Department of Community Services and Development through local agencies and community-based organizations.
Qualifying low-income households may apply once a year for a subsidy to offset their heating and/or cooling costs. Eligibility is based on the total monthly income. Any utility company in the state of California (PG&E, SMUD, as well as private energy sources) is considered for this program.
