The Board of Governors of the Federal Reserve System (FRS) handles consumer complaints about state-chartered banks and trust companies, which are members of the Federal Reserve System. The FRS is a centralized banking system under the Board with supervisory power over twelve Federal Reserve Banks designed to regulate banking and the economy by controlling the supply of money and credit. Written complaints and documentation should be mailed to Customer Relations Division of the bank.

Complaint jurisdiction:
Handles only issues concerning banks that are members of the Federal Reserve System. Complaints/concerns include the following: violations of the federal Truth-In-Lending Act, the Equal Credit Opportunity Act, and federal regulations. Also; credit application processes; credit disclosures; expedited funds availability; electronic fund transfers (automatic teller machines), such as disputes over unauthorized transactions.
Complaints outside jurisdiction:
Banks that are not members of the Federal Reserve System and complaints that are not violations of federal regulations.
The Federal Deposit Insurance Corporation (FDIC) preserves and promotes public confidence in the U.S. financial system by insuring deposits in banks and thrift institutions for up to $100,000; by identifying, monitoring and addressing risks to the deposit insurance funds; and by limiting the effect on the economy and the financial system when a bank or thrift institution fails.
