The US Department of Transportation Aviation Consumer Protection Division regulates transportation methods, approves type of cargo (no hazardous materials, etc.), receives informal complaints from consumers regarding aviation consumer issues.
Between different states within the United States.
Enforces regulations of individual foreign countries.
Within state of California and under these conditions:
- Must be a business or service managed and operated in California.
- Must be used by a California resident only.

If the item is shipped to a warehouse in California and carrier ships parts or sections to other separate locations in California, jurisdiction is under the California Public Utilities Commission (CPUC). Consumer complaints should be directed to the customer services department of each air freight company. The consumer may file a loss claim with the CPUC; however, if resolution does not occur there, it may become a civil matter.
