Assembly Bill 99, Requires practitioners of ear/body piercing, tattooing and permanent cosmetics application to register with the County Health Department and comply with standards adopted by the California Department of Health Services. They must also have a city or county business permit.
Existing law makes it a misdemeanor to ear/body pierce, tattoo or apply permanent cosmetics to a person under the age of 18 years, unless accompanied by that person's parent or guardian or as directed by a notarized statement by that person's parent or guardian.
The Communicable Disease Office of the County Health Department will investigate complaints of unsanitary conditions and will take culture samples if communicable diseases (hepatitis) can traced to the ear/body piercing business in question. All other complaints are classified as civil issues under Small Claims Court.
