The California Department of Consumer Affairs, Dental Board of California (DBC), regulates dentists by administering exams and issuing licenses. The Committee on Dental Auxiliaries (COMDA) administers exams and licenses Registered Dental Hygienists (RDHs) and Registered Dental Assistants (RDAs).
The DBC does not issue specialty licenses; however, it regulates dentists who specialize in orthodontics, oral surgery, pediatric dentistry, periodontics, prosthodontics, endodontics, oral and maxillofacial surgery.

The Sacramento District Dental Society serves 5 counties; provides continuing education courses for dentists; provides a referral service for general public; offers emergency care program for disadvantaged children in great need of dental care (Emergency Dental Access for Children); provides patient referrals; a 15% deduction on charges for senior citizens, but this discount is available only through those dentists who chose to participate in this program. Consumer must be at low income level.

Registered Dental Hygienist and Registered Dental Assistants must take a course approved by the Committee on Dental Auxiliaries to take dental x-rays; they cannot operate an x-ray machine unless licensed to do so.
Dental Insurance complaints or inquiries should be directed to California Department of Corporations, HMO Help Center at (800) 400-0815.
Dental Labs are not regulated by any state or federal agency at this time. Complaints may be directed to the local district attorney or handled as a civil matter.
