The California Department of Social Services, Community Care Licensing Division, acts as a regulatory enforcement program which has the ultimate responsibility of protecting the health and safety of children and adults who reside or spend a portion of their time in out-of-home care.
They license and oversee facilities that provide day care and residential care, take complaints, and implements most programs at the county level.
Anyone providing care for only one family's children does not require a license (even if there are five children). If a child from a different family comes over to stay, at the same time, the provider must be licensed because it is no longer only one family involved. Two or more family's children, the provider must be licensed.
