Under the Sherman Food, Drug, and Cosmetic Law (Chapter 7, Article 1 through Article 3 and Chapter 2), the California Department of Health Services has adopted the federal law and seeks to protect consumers from products that could be considered adulterated or unsafe.



Complaint jurisdiction:

Its laws regulate adulterated products. Products misbranded by false or misleading labeling, errors in weight, measure, or numerical count are considered adulterated. Labels which are altered, obliterated, or missing (cause for misbranding) require consumer complaint.

Safety testing of cosmetics is not required by federal or state government prior to sale and Registration of cosmetic companies is voluntary and is generally done only when company is exporting products to foreign countries:
