The term "cargo shipper" is defined as a vessel which, during navigation, transit or transportation upon hulls, freights or disbursements, or other ship owner interests, transports goods, wares, merchandise and all other personal property and interests therein, in the course of exportation from or importation into any country or transportation coastwise.
The U.S. Coast Guard Carries out laws of the Federal Maritime Commission.
