Operating a business requires either a city or county license. Individuals seeking to operate a business must apply to the office having jurisdiction over the zone where the individual resides when outside the city or county.

The California License Handbook is a good starting point in identifying State requirements. State agencies, departments, and offices responsible for processing and monitoring State mandated licensing requirements are included with addresses and phone numbers. Because this handbook is designed to assist individuals and businesses to understand California licensing requirements, all readers are encouraged to contact local city or county offices with regard to local licensing requirements.
