Ear and body piercing, tattooing and permanent cosmetics application practitioners are required to register with their local County Health Department and comply with standards adopted by the California Department of Public Health.
Existing law makes it a misdemeanor to pierce, tattoo or apply permanent cosmetics to a person under the age of 18 years, unless accompanied by that person's parent or guardian or as directed by a notarized statement by that person's parent or guardian.
The Division of Public Health of the County Health Department will investigate complaints of unsanitary conditions and will take culture samples if communicable diseases(hepatitis) can be traced to the ear/body piercing business in question. All other complaints are classified as civil issues under Small Claims Court.
