Under current California law, the following healthcare classifications may withdraw blood by venipuncture or capillary puncture for test purposes: 

 (1) Certified Phlebotomy Technician (CPT)
 (2) Physicians and Surgeons
 (3) Physician assistants
 (4) Paramedics (venous) and Emergency Medical Technicians (in ambulance and pre-hospital settings)
 (5) Registered Nurses
 (6) Nurse Practitioners
 (7) Licensed Vocational Nurses with additional credentials
 (8) Clinical Laboratory Scientists and any person licensed Chapter 3 of CBPC
 (9) Medical Assistants in a clinic or physicians' office
 (10) Respiratory Care Practitioners
 (11) Respiratory Therapists with additional credentials
 (12) Nuclear Medical Technologists
 (13) Psychiatric Technicians with certification from their Board (venous)
 (14) Pharmacists (skin puncture for limited types of tests) and health assessments
 (15) Hemodialysis Technicians are authorized to perform venipunctures and arterial punctures for the purpose of dialysis treatment only
 (16) Certified Nursing Assistants (CNA) and Patient Care Partners (PCP) are NOT authorized to withdraw blood for test purposes by venipuncture or capillary puncture
 (17) Public Health Sexually Transmitted Disease (STD) investigators with credentials and when certified as a CPT
 (18) HIV Counselors in Office of AID's Clinics with an LPTI certificate 

Phlebotomists do not require a license, only special training with approval of medical doctor.
