Vocational schools of barbering, cosmetology ("beauty colleges") and electrology operating in the state of California, charging a fee for tuition or other charge are licensed by the Department of Consumer Affairs, [htpp://www.bppve.ca.gov/ Bureau for Private Postsecondary and Vocational Education (BPPVE)]. However, schools must have their course content approved by the Board of Barbering and Cosmetology (BBC), therefore, complaints relative to curriculum violations are the jurisdiction of BBC. All other school complaints are handled by BPPVE.
A school is defined as any person doing business in California that offers to provide or provides any instruction, training or education to persons who have completed or terminated their secondary education or to persons who are beyond the age of compulsory high school attendance.
The Bureau for Private Postsecondary and Vocational Education Licenses and regulates private degree granting, trade, and vocational schools, investigates schools operating without Bureau approval, handle student complaints, and assists them when schools close.

Complaints Outside BPPVE's Jurisdiction:
Public schools, private post-secondary institutions accredited by the Western Association of Schools and Colleges (WASC); education that is purely avocational or recreational (e.g. dance schools, karate schools); institutions offering education that is solely sponsored by business; government, state-recognized professional licensing bodies (e.g. State Bar); professional or trade organizations; institutions only offering instruction for all or part of preschool through 12th grade; certain non-profit schools affiliated with religious organizations; schools where most students are under 18 or have not finished their secondary education, or where the majority of classes or revenue is provided to or arise from such students.
