Federal Truth in Leasing Act (15 USC § 1601 - 1667e; 12 CFR Part 213.)

A commercial car rental company is required to have a business license for operations. Read and discuss the important feature of all auto rental contracts before you sign. If the company sells used rental cars to consumers, it is required to secure a $10,000 bond from an insurance company and file it with the Secretary of State; in addition, the company must apply for a dealer’s license with the California Department of Motor Vehicles (DMV).

Auto leases of more than four months are covered by federal and state vehicle leasing statues (see Truth in Leasing Act). If the consumer's own auto insurance policy involves collision damages covered for rental vehicles, it is not necessary to purchase insurance coverage from the rental agency.

Consumers should contact their state or local consumer protection office for information. Consumers may request mediation through the Better Business Bureau.
