A mechanic's lien is the authority under which a garage holds a vehicle for payment. This action is taken because the repair shop has parts and labor costs invested in the car. It is a possessory lien when the repair shop has possession of the vehicle and the consumer does not pay for services due. Consumer should contact the [ California Department of Motor Vehicles (DMV) for exceptions and requirements to process a lien.

Additionally, according to the B & P Code 9884.16, "No person shall have the benefit of any lien for labor or materials unless he is licensed by the Bureau of Automotive Repair."
