If the item is shipped to a warehouse in California and parts or sections are shipped by carrier to other separate locations in California, jurisdiction is under California Public Utilities Commission (CPUC). Consumer complaints should be directed to customer services department of each air freight company. The consumer may file a loss claim with CPUC; however, if resolution does not occur there, it may become a civil matter.
