The California Department of Aging (CDA) administers programs that serve older adults, adults with disabilities, family caregivers and residents in long-term care facilities throughout the state.
The Department administers funds allocated under the federal Older Americans Act, the Older Californians Act and through the Medi-Cal Program.
The Department's mission is to promote the independence and well-being of older adults, adults with disabilities and families through:
- Access to information and services to improve the quality of their lives;
- Opportunities for community involvement; and
- Support from family members providing care.
The Department is also the designated "State Unit on Aging," fulfilling the goals of the federal Older Americans Act. Also, the California Legislature has authorized the department to provide additional services to senior through the companion Older Californians Act. CDA administers a broad range of programs, working primarily with 33 local Area Agencies on Aging (AAA), which serve seniors in specific geographic areas of the state. These AAA use federal, state and local funds to contract with local organizations to provide services. The department also works with other public and private non-profit agencies throughout California.

Complaint jurisdiction:
The Department of Aging has jurisdiction over any complaints related to the programs administered by CDA (listed below under "Programs Administered").
"Complaints" made about specific volunteers or program managers may be referred to the local agency on aging listed by county under "Local Area Agencies on Aging".
Complaints outside jurisdiction:
Complaints received about services related to seniors, but which are not the responsibility of the Department of Aging are among the following:

Statewide CRISISline number 1-800-231-4024. This CRISISline is available 24 hours a day, 7 days a week to take calls and refer complaints from residents. Need name, address, and especially zip code of senior needing assistance. Caller will be referred to the nearest source of information/assistance.
This number is available for every state in the U.S. and may be used when relatives or friends have not been able to contact an elderly person. The department will send someone to see if the individual is functioning normally.
