The California Department of Social Services (DSS) regulates and investigates all private and county adoption agencies.
Adoption inquiries should be made to the Community Care Licensing Adoption Agency (CCLAA), under the jurisdiction of DSS. Responsibility for licensing and complaint procedures is delegated to individual counties under the CCLAA.
Upon written request, DSS will provide procedures relative to adoption or adoption agencies and will petition the court for records search.
